In 2006, the Office of the Commissioner of Official Languages initiated a research study on vitality indicators for official language minority communities in Canada. The study looked at three English-speaking communities in Quebec outside of Montréal: Quebec City, the Eastern Townships and the Lower North Shore (which includes 14 small remote communities between Kegaska and Blanc-Sablon).

In 2005, AIC commissioned a discussion paper on the issue of agricultural sustainability in Canada. The paper, prepared by Hugh Maynard and Jacques Nault, was presented in Quebec City at the AIC Forum, Identifying Strategies to Support Sustainable Agriculture in Canada on November 7, 2005.
